Cutting my frame! Help needed

Alright so i bought this frame and motor a little bit ago.
I'm not supposed to be touching it yet cause im still finishing off a honda
but ... . . you know.

I didn't hardtail it. Bought it like that. What i want to do next though is cut out some of the 'junk' near the neck stem to make it look cleaner. These plates that are sort of supporting the frame rails. Is there any way i can remove them and put in one solid plate welded in the center of the frame pipe rather than on the outside like it is.
I have a deep tunnel wassell tank that i'm trying to squeeze on there and i think doing this would help.

Any ideas? I tried to attach some pictures but im not too good at it yet.

Read that above link, and remember that the outside edge of the tubing is the strongest place to gusset. Gussets to the middle of a tube are more likely to collapse the tubing than on the outside.
 
^Interesting. That obvious point would never have occurred to me. Not that I'm likely to ever touch a welder, but still cool to visualize :)
