Do I have to re-lace to run a 21'' in the front? what are my options.

So i've done some searching through the forums, and i'm still for a answer.

I'd really like to run a spoked 21'' as my front wheel. I've got the forks, i've got the front axle (17mm right?). Now if i we're to switch out for a wheel that's not the stock, i have fitting issues on the sides. Which isn't too much of a concern because washers can fix that. What i'm mainly trying to figure out, is having a hub fit the XS's 17mm.

I can't just go out, buy a used 21'' wheel and plop it on without having to worry about internal fittings right? (ignoring how it fits on the side).

And I really don't want to relace the hub, because its pricey and/or time consuming.

So what are my options? can I possibly swap out for thicker bearings? would that work or am I thinking of something else.

I've also heard, harley front wheels might work? true or false?

EDIT: forgot to mention I won't be running front brakes.

You think the price would be cheaper to use another wheel that doesn't fit?

I'll go the route that if you hypothetically were going to run sans front brake.

You'd have to find and swap the wheel bearings to fit the donor wheel and the axle, you'd have to buy and/or find the donor wheel. Then you have to machine spacers or pay someone to machine spacers for fitment.
