Failed step 2 of curleys guide with new rotor..LOOK here!

1975 xs650 with simplified wiring. Brand new rotor from tc and coil (green monster) tests good. Following curleys guide the feeler gauge did not slap the case so I went to step 2 and jumped the green wire to ground off the regulator. The voltage rised without revving the engine to 3000. It went o past 14.5 and never had to hit the gas. Anyone know what this means? Also no battery voltage at the black wire(on my bike) at the brush. XCan anyone help?? Been working on this for 2 seasons and would love to ride it.
 
You better re-read curly's guide. The jumpering of green to ground is for solid state models 80 to 83, but if you have a 75 that is not correct. You would have to jumper + battery voltage to the green.
