Firestone tires

Instead of running a 21 inch front wheel i'm going to try to get a 16 inch rear rim and lace it to my stock hub. (I have a stock 18 inch rear)
Reason being, I want to get firestone tires and they don't make deluxe champion in 21 inch.
My question is can you run a 5.00 inch firestone on a 2.15 inch rear rim. The recommended size is 3.00 inch i believe. Also, where can I get a 16 inch 36 spoke rim?

Wouldn't it be easier to get a stock 16" spoke rim? Drum brake I assume?
