Fork reinstallation

Putting my front forks back on and I cant remember where the steel washers go. The diagram in my shop manual looks wrong or is just confusing me. I have it setup as follows. Lower tree, Yamaha fork cover with the rubber gaskets installed, washers and then the ears. Im assuming the steel washers are to just prevent the ears from chewing up the rubber on the cover plate. Does this sound correct?

That's one of those times that you realize that you should have taken pics.........also one that I've scratched me head over a few times and am still not sure if I've got it right.
Thinking that the washer should go first on the lower triple as a mounting platform for the rest of the stack and ending at the top with a washer. There really is no movement in that assembly aside from vibrations.
