If it's the one I think you are talking about yes you do need it, it's a spacer to stop the bearings being clamped to tight and binding in their races.
I can't remember if it was posted on here or not, but I remember seeing a diagram somewhere of which types of bearings were designed to support which types of loads. I'll try to find it.
