Make Offer - Full custom xs

1978 xs650 3 year old build not perfect has some scratches on frame and motor needs new tires everything else is new or rebuilt make offer im located in van wert oh 45891 currently have motor out replacing head

I don't understand the "make offer" thing.
Set a price you can live with and let us know what that is.
In the meantime, I offer 100 bucks.

Ha seems like classifieds is full of Make Offers...
Make offer usually means...
"I don't know what it's worth. So i guess make me a fair offer on it".
Insert offer here_______.
Then the next line usually goes....
"Ha...I have like ten times that into this totally custom build. I couldn't sell it for that cheap!"
Ended by...
"I really would like to get, $17k for it."
