HELP!!! Need to I.D. this part

Hey guys any help here... is this from the wheel or is it part of a fork? just found it in my parts bin

It seems to be rubber about 32-35 mm in diam. and has a grooved metal wrap around it

Yup. Exhaust collar that gets compressed when the header is tightened into the exhaust port.
