How do you tighten the headlight ears?

I bought a barn find TX650 and go it running nicely. I'm in the process of getting everything bolted down tightly to get rid of noise due to vibration and noticed that my headlight ears on both sides are loose. What compresses these tight? I see a rubber gaskets on the lower ends of the ears but they appear to have gaps up on the top ends...between the chrome spacer and the top of the ear itself. What do I adjust to tighten them down? They rattle like crazy when the bike is running.
 
It is a pressure fit requiring the pieces in the schematic.
If #14 is worn out or any of the parts are missing .............
slop happens

I just went through this last week... I misplaced what you are missing... There are two rubber gaskets at the top, one per side. You are missing them. That closes the gap you see. If uou dont have them, get some rubber plumbing gaskets or pull the ears and wrap electrical tape to the proper diameter and slide them back on
