Rubbing alcohol is cheap and will clean and degrease, although it is mixed with water. you can find it as strong as 90% alcohol. Go for that. Carbon comes off with soaking in ammonia, also cheap. Get a can of WD 40 or some gallon freezer bags and a cheap bottle of 30W to get a layer of oil on those steel parts once they are de-greased to keep them from rusting. 3-4 tablespoons of oil goes a long way in a gallon bag. Freezer bags are thicker than regular storage bags, but you still have to be careful to keep from punching holes in them.
