Lowering Blocks

When I bought my bike it came with a big bucket of spare parts, right now it has a set of Progressive shocks, 11" I believe. I found a set of lowering blocks in the bucket, and would like use those with my shocks, but the way they would attach it looks like they would rest on the bolts on the axle. Would this be a problem, or when I actually put them on would they not end up touching?
 
Maybe he's not running a fender to worry about Bill. But you're right 11" shocks with 2" blocks would get it right down on the tire if he is. Good reason to lace in a 15" rim though.
 
I was able to run a fender with my 11", but it gets really close to the battery box.

Here's with the 11" and a Metzler tire. Notcice the battery box.

I was just guessing the shocks are 11". They are shorter than stock, but there is still a good amount of space between the tire and fender, and I think it would look good a little lower.
 
I ran some 10.5's for awhile but got tired of worrying about shredding the signal wires on an otherwise stock SK. But then I'm a wide load so...........
