n00b help please

Hey guys, this is gonna sound dumb.
Few years ago I had printed something from this site and now I can't seem to find it and I don't know where it could be.

It was a list of how to properly tune your bike and I am not sure which one was first, was it cam chain tensioner, or valve then timing and carbs?

There were details on how it was to be done. Anyone know what I'm talking about?
