Wanted - Neck with title (or section of frame left when hardtailing)

as the title says id like to buy a frame with a good title that is either cut for a hardtail conversion or thr steering neck. Gonna build a chopper and I need this section so I dont have to jump through rediculous hoops to get it titled in illinois.

Would prefer someo.e close enough that I can pick it up.

Forgot to mention, PO cut off steering stop and re-welded it back on. Have no clue as to why. Weld looks like garbage but appears functional. You could always use your existing neck and restamp it
