Rear brake drum setup

Hey everyone, so I purchased a 78 650e about 6 months ago from someone from Minnesota and I am in California, he had it pretty stripped down, and I have been slowly adding stuff back on to get it registered here, my friend told me the dmv is most likely going to check to see if I have rear brakes ( the PO has removed them), would anyone be able to tell me if I get the stock parts if they will fit back on here normally? It is a hardtail now and it is not making sense in my head on how the hardware will line up, I have the original footpegs but not the rear brake lever.

The stock footpegs bracket is where the impact gun is for reference.

So this may not be the best example of an XS rear brake set-up on a hardtail, but it will give you an idea of the general layout: anchor arm at ~6 O'clock (with anchor arm to lower frame), brake actuation pivot ~9 O'clock, brake arm pointed down, additional pivot actuated by the actual brake pedal, etc......
