Rims Finish?

Are the rims on the 650B anodized or did they have some sort of clear coating on them? Any suggestions on making them look better? I can't tell if it's corrosion or some sort of coating coming off. I will not be unlacing them.
 
I've seen this done on other forums, I think I'll do the same with chrome powder coat. Sandblast wheel, spokes and hub as a unit. True the wheel and spokes. Remove the bearings. Powder coat the wheel, hub and spokes as a whole unit. Spare the brake and bearing areas from blasting and powder coat. Install the bearings and check for trueness again, even though there would be no easy way to straighten again. All reversible anyways, with new spokes.
