Speedo stuck at 60

My speedo is stuck at reading 60 mph, is the speedo fixed? Would it be a return spring of some sort?

it can be dirt/grime that builds up, gets a bit too stiff at one point, i think there are some threads on dismantling/cleaning the gauges...
