Starter puked?

The starter on my street tracker project spins over just fine when off the motor but won't make enough torque to turn the engine when it's installed. I disassembled it and checked the brush length etc all looks normal and with my DVOM I couldn't find a shorted segment. I jumpered power directly to it (thus bypassing the solenoid, cables etc), it just goes 'click' and won't turn the motor. The engine starts easily with the kickstarter and the gear train behind the cover on the left side all looks/spins over just fine.

Any ideas out there? Anyone have a good used starter?
 
It's the Group 12. The weird thing is that even if I run jumper cables from my Trooper, still no starter. It's as if it just doesn't have the torque needed. I tried adding a ground too just in case, no help.
