I took my stem to a machine shop and had where the bearing sits machined down the shaft, so the bearing will go all the way, only a 5 minute job on a lathe,
Thanks for all the valuable input. I think I am going to have the collar removed from the shaft so the bearing will seat itself properly and then run a spacer onthe top of the dust cover so the nut doesn't run out of thread.

I took a dremmel tool and about 15 minutes to ensure that my "machining" was as correct and as uniform as possible. Bearing slid down into place and all went back together as expected. Bars turn smooth and everything seems OK.
