Steering stem question

Ok so I'm racking every corner of my empty brain cavity and cant seem to figure this out. I started out with a frame and motor so I'm short on factory parts. I'm using suspension from a crf450 dirtbike and im working on the steering stem as the title suggests. Well I tracked down some bearings to make it work but once I seated the upper race and bearing the seal sticks out just above the steering head. Looking at various tapered bearing conversions this doesn't seem out of the ordinary. Where it gets confusing to me is I seem to be missing some sort of cup that fits over the top of everything that keeps everything together. Im assuming its a factory part since the conversion kits don't include this magical little keystone. Can anybody enlighten me on this? thanks for reading
