Will all Standard xs 650 tanks swap out with other standard years? specials? Are all XS650 tanks swap-able with out much effort (cutting off cups, etc.)?

Not sure about the early years but for the most part they should swap. There can be an issue putting a Standard tank on a Special where the lower rear of the tank will rub on the sidecover tops....not an issue here. I've swapped the years from '77 up to '83, Standards to Specials and vice versa.

Put your bike specs in your signature. I see that you have a '73. Does it mount at the rear of the tank with that post? If so you should be good to go on any swap.

Yeah. Post in the back, '73 with pods, to non-vaccum petcocks. Rubber pads on inside of tank and cups on the backbone of the bike.

Ive got a 71 tank on a 77 frame. Good to go.
