Teflon fork bushing

A question for any fork experts out there! On the xs650 forks (1979) there is a teflon coated bushing at the top of the lower. My question is should there be another bushing on the bottom of the stancian?

I’m pretty sure the KYB forks have just one bushing. Some Yamahas of similar vintage have Showa forks. They got two bushings. The XS650 has KYB.
