These carbs are killing me!

I've read the manual. I've read the carb guide. I replaced the throttle shaft seals today and noticed the throttle shaft is not operating smooth on the left carb. They are early bs38's that are not connected. I noticed it was hanging open sometimes but I figured when I changed the seals I could check the butterfly to make sure it is straight. Well the shaft doesn't even spin easy when just inserted in the holes with out the butterfly. The shaft seems straight as I rolled it on a flat surface. I looked for obvious wear spots but nothing stands out. Shouldn't the shaft turn freely? The other turns freely and snaps right back. Are you supposed to lube it or polish the busshings in the ends? :banghead:
 
Yes, it should turn freely. Something's buggered up on yours.
