Tuning time

Recently got my chopper project on the road after 8months building. Now I gotta get it running right before I start putting real miles on it. I adjusted the valve clearances, tightened the cam chain, and went to adjust timing. When timing the ignition, the marks won't hold still. They flutter all over, at idle they'll stay within the marks, but i can't get the advance lines to meet up. Its a 79' with a pamco ignition. Is the fluttering of the timing marks indicative of anything? I wan't to get the timing set correctly before i start chaning jets around. Advice?
 
Try flipping the sensor on the lead. It worked for me. With the Pamco it doesn't make a differance what spark lead you use.
