Wiring for Meter Lights and neutral switch

I did a horrible job of noting the wiring harness before I took it off and am now kicking myself trying to put it back on

74 TX650

When I turn the key on to 1st position I get neutral switch no meter lights. When I turn 2 second position I get meter lights (and tail) but no neutral switch

What am I missing? (Switch was not disassembled, only harness removed)

Ahh it's with the headlight switch... If headlights on it works... Headlights off it doesn't

Is that normal? I never had paid attention to it in the past
