IMO a ton of people shift too soon. Mostly the Harley guys. I've heard many Harleys in 3rd or 4th at 30-40 mph. It's too high of a gear for that speed. I had a 2004 883 sportster and I wouldn't shift into 5th until 70 mph unless I was already at highway speeds. The fuel mileage suffered a bit but it was in its power band.
