I am getting some blow by from the top end of the engine that is going out over my carbs and I'm not sure if I need new rings or what. Any suggestions?
When you say from the top end over your carbs are you reffering to the breather, or in between the head and jug, or in between the head and rocker cover?
Lots of places oil can come from. Leaky valve adjuster covers, loose banjo bolts on the oil feed to the head, all the places ippytattoo mentioned.
Use a good engine degreaser and get the engine very clean. A light coat of talcum powder on the engine helps. Now run the engine untill you find where the oil is coming from.

Too much oil in the engine. Should check the oil with bike on center stand, half way between the marks with dipstick just setting on the threads, not screwed in.
