I picked up a rear alloy 18 in rim off ebay.Came with this hub. Is that a brake light switch?

It's a sensor for brake shoe wear, probably a later model brake plate.

One other question.This hub is pretty beat.Will the hub from my 82 with the 16" rear spoke wheel fit? Pads and all?

That's the beauty of these alloy parts though. Usually with a
little cleaning, sanding, and polishing, you can bring them back. Here's the hub I currently run "before" .....

..... and "after" .....
