Questions to - Lacing new 18” 48 spoke wheel

I done my marking and aware of the different angle and lenght of the laces, however reading all these topics I’m a little confused which is related to inner and outer. So dousing all the inners first both side - which appear to be the way to go, however is inner referred to the spokes inserted from the hub center or to the spokes laying on the inner layer ?
On attached photos the once inserted from the hub side circled in red but they lay on the outside while the blue circled are inserted from outside but lay on the inside. To save myself the agony of insert half the spokes and realize I did it opposite of what’s right figure I would ask here. Haven’t laced a wheel with this spoke pattern before.

I'v never laced a rim like the either but you need to do the inner spokes first which are the blue ones
Thanks - wasn’t sure what they referred to when saying inner - could as well have been the once you insert from the inner side :). I would probably have done it wrong as was thinking it would be harder to access the hub center - I’m happy to go with the 18” rim - gives a little more room to play with !
 
Yes Blue inners first because once the (red) outers are in place there's no room to weave the (blue) inners into the correct rim holes.
 
All good, now I can clean the hub and replace the bearings before I start the lacing. Hope I can get it all done “in-house” so to speak, including truing, balancing will have to be done when I get tires on ( and not by me )!
