10 amp fuse

I installed a new battery in my 1978 XS 650. I turned the key and had no lights or horn.
I heard from a neighbor that it could be the fuse, so I replaced the fuses with 10 amp fuses. Still no electric. I checked the manual. The manual reads the XS 650 uses 15 amp fuses. What else should I check? I really want to get this bike started. I saved my old fuses. Are 10 amp fuses good enough?
 
Yes, the "Main" is a 20, the rest are 10s. In fact, the fuse size for each slot should be stamped right in the holder. Not sure what manual you're looking at, aftermarket maybe?

They say when problems occur, you should check the last thing you did. In your case, that would be the battery install. Maybe the cables were making good contact at both ends before but you wrestling them all around may have changed that.
 
If you have the stock fuse box which sits on top of the battery on the Special models, the Main fuse will be in there with all the rest of them.
