1980 XS650 Carb Problems! (I think)

Hello,
Sorry for the Noobness. I don't have much experience with dual carb motorcycles (only dirts bike when younger). This is my first motorcycle since then. Any how bought a 1980 XS650 for a project in the evenings. When I purchased it it ran but was rough. I pulled the carbs and cleaned them. Now only one cylinder fires and fuel comes out exhaust of dead side, unless i shut of the petcock. A couples seconds after I cut off the fuel to the carbs the second cylinder picks up and the motor revs to about 4000. I am at a loss on what to do. Also the factory petcock was replaced with an on/off/reserve and the vacuum lines at carb boots were plugged. Replaced spark plugs and spark looks good. Also has cone filters instead of airbox.

Something in your reassembly of the carbs. Is the little rubber plugs on the bottom of the main jet on both, floats set correctly, no holes in the slide diaphrams??
