1980 xs650sg

got this bike with the tank removed and fuel lines missing I really need help re-connecting these properly I see a tube coming out from the fuel filter it seems to have been connected directly to the transverse nipple on the pet cock there is also a lateral nipple which is smaller diameter also I see the two nipples coming from what appear to me to be the air intake section one of them has been blocked off with a piece of rubber hose with a zip tie
 
It's a vacuum operated petcock. The smaller dia. one connects to the left intake nipple and the right is blocked off, as you see. The larger one connects to the middle of the carb T fitting. Most people include a lawnmower gas filter between the petcock and the carbs for cheap insurance.

i hv a 1980 650 special i hv the carbs off and the floats have a definate difference on the ammount of travel is this normal im talkin less thn half the swing
