A little Keihin carb help anyone?

I've got a 73 xl125 Honda I'm trying to get running and the carb is giving me a little trouble. The carb is a 24 mm bore Keihin. I couldn't ID it as to what model exactly, but the slide is actuated by the throttle cable, and it has a clip to hold the bowl on.
First, I'm not sure if the air screw and idle screw are supposed to have o-rings or not. I can't get it to idle at low rpm's. When I try to adjust it down it falls flat on its face. The throttle cable is very touchy. When I barely turn the cable adjuster at the carb it changes rpm's like I've revved it or killed the engine. It acts as though it has an air leak. The rpm's are slow to drop. Or it could be the cable. It's pretty old, but I lubed it and it is returning fine.
Any insight into this carb? It's pretty basic, but the first one I have worked on.
