For those that could not get into the above mentioned site try this...
Here is the photo. It is obviously the same bike with smaller balloon wheel/ tyres.
It's called a Tula and it is from Russia. The original steel wheels, I believe are for easy attachment of chains for snow and swamps.

I just did some digging and asked a few questions on some pages and a Russian guy came up with the answer pretty quickly
