Hey MN_Bobber, this is all I could find on that bike for you for now. Seems to be made by manachikaboo, here's a link to him riding the bike on youtube:

There's another video of him out there riding next to a vw bug hotrod as well. I'll keep searching the brat/Japanese sites for ya to see if I can find any more info, other then him riding the bike.
