Hi barry here. I have a 78 xs.Put new cam chain in. May have cam one tooth off. Can I adjust. valves and timming around this ? Or do I have to go back into it? thanks

Cam timing must be spot on. No amount of valve adjustment will compensate.

http://www.650motorcycles.com/repairs.html item #14 should help.

Tips for re-adjustment:
remove all 4 cam bearings, this will give you enough slack for the adjustment
move the chain up one link onto the sprocket at the front side or back side and keep moving the chain around the sprocket
visually recheck the alignment with or without bearings to see if you went in the right direction
install bearings and re-check.

Good luck.
