I was wondering if there are 17" wheels out there that I can lace up to stock xs650 hubs so that I can use modern sportbike tires? Any info is appreciated!

Check with Buchanon's.
You should find rims and spokes without much trouble. The trouble is that "modern sportbike" tires don't fit on a stock xs. The smallest sizes offered are usually 120 front and 150 rear. An xs was meant to fit a 100 front and 110 rear.
