Can you turn Starter by hand?

My XS650 just clicked when hitting the start button.The bike has been sitting for 2 years...
I removed the starter and it won't turn by hand.Should I be able to turn the starter by hand?

Yes. It turns like any electric motor. Don't know what might be wrong with it. Looks easy to take apart. Might need a hand impact driver. Would not recommend trying to remove screws with an electric impact.

Go gently when you remove the long screws, so you don't damage them. Measure the brush length when its opened up. I found my brushes had very little wear.
