Clutch and kick starter

Just finished asembeling the clutch, crank case and sator covers off. put the kick start
arm on and pulled down on it just to see if i had it in right and it would not move. It will move when i have the clutch disassembled. Does the stator cover and the clutch lever worm gear have to be in place to take some of the preasure off the clutch plates to allow the kick sart to move?
 
Kick start moves the crank via the clutch, so when in neutral you are actually going against a tight clutch.
