clutch problem

well the bike is in one piece and i have ridden a few times

so far seems my biggest hurdle is a clutch problem

real hard to shift gears
(this may be to the custom cable and mount, the shaft needs to be firmed up as well)

rolls fine in neutral, if i put it in 1st and try to roll it with the clutch lever pulled in it does not want to go, wants to turn the motor almost as if the clutch is not fully throwing

also the rod that the worm drive presses against at the bottom of the clutch cable spins as i roll it? (79, i think the 3 piece kind) - i adjusted the cable to clymer manual specs , not sure if this should spin or not

how far should the drive actually turn, like a 1/4 turn?
