Dent in frame

On my "donor" bike there is a dent in the left down tube at the bend. I'm guessing it took a spill into a curb or some thing long ago. Would it be possible to cut it out and wield on new tube, or just say screw it. I was told you could just fill it with wield but I don't think it would help structurally.
 
Well, if you want to do it the most correct way it would be to cut out the section, slug the tube and add a new section. That is probably what I would recommend, it takes a bit of work and knowhow, but in the end I like knowing that my frame isn't going to tweak on me at speed because it's been compromised. Definitely slug the tube though if you are going to section it.
