A short block is an engine block that has the pistons, con rods and crank installed.
A long block has all that and the head(s) and valve train installed.

Curious why you'd ask that question on this forum though?
It doesn't really pertain to the split case engines we're dealing with.

Thanks I guess I asked it in the wrong way sorry to confuse someIn the XS650 world there ARE short ROD and long ROD motors from the factory. So some caution is needed when building motors from parts. fortunately they were sold on different continents so they mostly don't get mixed together.the three different motors are;
256 70-73 all markets,
553 long rod, europe,
and 447 short rod, North America. I think the SEAGCPS also got the 447,
