Drilling into frame

Hello all,
I would like to mount a flat piece of metal to my frame directly above the battery box. It will rest ontop of the frame and below my custom seat (There is about 1 inch of clearance). I am doing this in order to mount some electronics.

I would like to mount the metal sheet to the frame by drilling some holes and using bolts and nuts. Is this advisable. I need to drill 2 holes on each side and I am going to use very narrow bolts (since they aren't really supporting any weight).

Is this okay for the frame? Do I need to worry about moisture entering the frame? What about integrity of the frame?

I would drill holes in the sheet metal and attach it to the frame with zip ties. It's under the seat.
 
I'm fond of U-bolts on each end.

The structural integrity of your frame probably isn't a concern except for the fact that you might allow water to enter your frame. Water can not only cause rust but freezing water can split frame tubes.
