excuse my ignorance but carb rebuild kits are just a few parts of the carb, what does rebuilding it actually accomplish?

There's a HUGE difference between "rebuilding" a carb and replacing a few parts.

Parts replace dried out gaskets and seals which fix fuel leaks (bowl gasket and needle valve tip/seat) and air leaks (throttle shaft and manifold).

A rebuild includes THOROUGHLY and CAREFULLY cleaning all the passages that get clogged with varnish and crud that gets through the filters.

Finally, done properly it allows you to ADJUST the myriad settings that are so critical to proper operation throughout the range: Float height, mixture screw, idle, sync, little stuff like that.

Follow the step-by-step guide available in the tech section and it's not that hard, just a little painstaking. Do one carb at a time, just in case. That way, if you get confused about how things go back together, you can look at the other carb.
