Float Height via Sight Tubes

'76 BS38s - How far from the top of the float bowl (gasket surface) should the fuel fill when setting height with sight tubes when the carbs are off the bike and level?

Perfectly even with the top of the bowl? Interesting. I would have thought a MM or two lower.
