1979 650 special bs38 carbs all stock.
I rebuilt my carbs according to videos and tech pages on this site, did all the tests and thought I had them, now bike starts great, idles good and revving from idle revs come down fine but when I'm riding down the road and pull in the clutch to shift the revs stay up??? what think you, thanks Sam.

My old CB750 had the same exact problem and I never figured it out. It was very annoying. I hope you figure it out.

Did you carefully bench synch those carburetors? They’re probably just not synced.

Or dried up butterfly shaft seals. Try spraying the shaft that goes thru both carbs with cleaner see if idle changes. Mine acted similar to yours until I rebuilt them and now all is well. JC

I went thru the tech page and spent more time adjusting my pilot jets using the dead cylinder method and after some fiddling and patience my bike is back to normal and running very well, thanks again for the advice and support. I am learning that patience and perseverance are important assets if you want to ride old bikes. lol!

Advance rod been pulled cleaned oiled or olight grease timing light to check proper smooth advance action.
Carbs synched on the bike. throttle throttle cable lubed checked for free action.
All standard maintenance needs running right "this moment" or not.
