LED question

from a n00b point of view:
if I buy an led head light: h3, I have noticed that there are two types
one from putco
new-putco-cree-xm-l2-led-headlight-bulb-kit-h3-pair-8.jpg

which is sold at my local napa but for 120
I found one on amazon
H3-xHP9-led-car-bulb-store.jpg

now the difference is that the putco has a converter on it and the other one doesn't
Is it possible that if I run the one without the converter that I will blow that led bulb with a lot of power coming from my battery? I just wanted to confirm, cause I didn't know who to ask
 
H3 is not a headlight bulb, it's a driving light bulb.
H4 is a headlight bulb. H4 has two beams, an H3 has just one.
