how much smaller will a 16" xs 400 rear rim with wheel look then a xs 650 18" rear wheel? how much smaller is the width of the rim? I know it will depend on the tire, but based on the rim how will the width compare

You can put a wider tire on a rim and it will just make a rounder profile. That being said it shouldn't be hard to find a 16" 650 wheel.
