Yup - not good - but potentially fixable with relatively little effort. Those parts look like part #5 and part #9 from the exploded view posted above by Gary - plus some oddball washer.
I wonder why that happened - I don't think I have seen that before on this forum.
NOTE: when you pull the side cover off the engine, remove the kick start lever and PUSH IN on the kick start shaft as you pull the side cover out.
A couple of drops of oil on the kicker shaft may help keep the seal in good shape as it slides over the shaft.
The key thing is - you do NOT want the shaft to come out with the cover as this would pull the inner workings of the kick starter off as well. Getting that gubbins back together is reportedly a significant PITA.
