Quick question on wiring

Hi all. I've been loosely using the popular 1981 simplified wiring from here.

My question is should the black wires coming out of the reg/rec/alt and the module be live when I turn my key on? I had the key on and when grounding the wires out they were arching to the frame. Just trying to find out if thats right or not. Thanks in advance.
 
Those are ground wires and may spark when you touch them to frame because you are now making a ground and complete the circuit . Just don't do that too much you will burn up the electronics

Ok that's what I figured just completing the circuit. I know I need to ground the motor better also. But thank you. They read 12v when tested though. That's what threw me off.
