Rear wheel dust cover

So I've replaced the wheel bearings on my project and have an issue with the rear sprocket side dust cover.
It seems there is nothing there to hold the dust cover in place and when the wheel turns it just flops out of it's place and nocks around on the shaft collar. I don't see anything missing according to the rear wheel breakdown. Anyone know what's going on here?
 
The dust cover should be pressed on the spacer for that side. Show us some pics of what you've got going on. Here's the spacer w/ dust cover sitting on the axle (on the right) .....

Thanks 5twins for the pics. I'm thinking my dust cover might be worn as it just slides on and off of the spacer on that side. Yeah my dust cover doesn't have that lip, it's definitely worn out. Thanks again. Bike is not close by so I can't run out and take pictures. I'll have to remember to take pics if I have other issues.
